CWC Supports Hylir Group’s RMB 1 Billion MoU with Luxian Government: A Landmark Commitment to Innovation and Cross-Border Development

On July 31, China West Connector (CWC) proudly supported a significant milestone in international cooperation as Hylir Group signed a Memorandum of Understanding (MoU) with the Government of Luxian County, Luzhou (Sichuan Province). The agreement outlines a RMB 1 billion commitment to strategic investment and collaboration in key development sectors.

The signing ceremony was attended by senior officials from both sides, including CWC Senior Advisor Michail Digkas, who also serves as Senior European Advisor to Hylir Group. The agreement reflects growing momentum between European innovation players and China’s fast-developing regional economies.

Key Areas of Cooperation

The MoU focuses on three main areas of development:

  • Low Altitude Economy
    Supporting emerging air mobility industries including UAVs, logistics platforms, and smart transportation technologies.

  • Biotech & Medical Innovation
    Encouraging the introduction of advanced medical research and health technology projects into the region.

  • Culture & Tourism Development
    Strengthening regional identity and international visibility through targeted cultural and tourism initiatives.

IGMORINO: A Potential First Mover

Among the initiatives being explored under this new partnership is IGMORINO, a European medical R&D project introduced to China by CWC earlier this year. While still in early discussions, IGMORINO is likely to become the first project launched under the biotech and medical innovation component of the agreement, reflecting the shared interest in meaningful, real-world cooperation.

This MoU is more than a formal expression of intent—it reflects a strong basis of mutual trust, long-term vision, and coordinated objectives between Chinese public institutions and European strategic partners.
